Wake commissioners spar over transit plan

The County Commission GOP are blocking discussion of the Proposed Transit Plan for Wake County. Why are these discussions occuring behind closed doors when they need to be discussed in a public setting. A public hearing is necessary to get the plan on the ballot in November, but with the commission chair cancelling the July work session a public hearing is unlikely to happen.
It is difficult to understand why a commission with transit as their top priority is so unwilling to have public discussion on the transit plan and giving the public the right to vote on the plan. If the plan isn't good enough as the commission chair currently asserts, couldn't public discussion only help to make the plan stronger?
The transit discussion needs to happen now.
